Tales of Phantasia has an excellent first town. Despite being an 16-bit game, it has water reflection, beautiful rain, and a vocal theme song! 16-bit!
The theme song only plays after almost everyone died, but it's worth it.

It's not that easy, China factory can't pump out ram fast just because someone allowed it. They are physical limitations and technical risks to consider.
