Oh absolutely can be, and is absolutely often used as such.
However, as usual depends on the context. Properly subsidized it can help students not only gave greater pride in their appearance and success in classes if you aren't having to worry about not getting good clothes or any that fit properly.
On the other hand it can be cripplingly over expensive and cheap ass.
Never talk about unionizing on company time, on company property, or with someone else that is, and especially with someone unvetted.
Keep it private, keep it quiet.
If anyone starts feeling like getting inspired and trying to run locally as well, my advice is always free.

Speaking from my own personal experience, recall and exposure as a whole give a definitive perspective on the human experience, as well as contributes to those you exonerated along the way.
As a whole I've found it isn't a huge difference as a single event in the grand scheme but it can really add up over time.
