Pointless French grammar point on a meme: l' is short for singular le when followed by a vowel. For plural, you have to use les, whatever follows. French for otter is loutre (lootre).

Usually pedantic grammatical corrections are obnoxious, but somehow this was informative, and respect for translating the meme.

I think that's a pi: π, so loπers will be shot. Lopers, as in people who lope, or in others words, runners. Or maybe they are using loper as short for interloper, which actually makes sense in this context.
