Europe's response should be:

"OK, sure 👍"

That's like saying, "if you don't give in to the bully's demands he'll bully you!"

Russia has proven over and over again that they will be a pain in the ass to the entire world no matter what. They don't negotiate in good faith so there's no reason to give a damn what they think.

If Russia could be trusted they would never have invaded Ukraine, based on their previous treaty regarding nuclear disarmament.
