It's coming as a cowboy hat that's actually a gun that uses requisiton slips as ammo

I actually like the first helmet
It's gotta be because they know the RAW POWER OF THE COWBOY HAT is too much for the community to handle. Look at what happened in Destiny 2 - they had to make the drop rate for the Hunter's hat in Spire of the Watcher way worse than the other two classes because they (rightfully) knew Hunters would never care about another head piece forever.
