It isn't. And there isn't one Arabic nation you can call Islamic today.
I would put it under "zakat" (generosity towards the needy). But you are right, the sheiks have basically forgotten about this.
The majority of interpretations rule that non-Muslims cannot receive Zaka. I cannot find anything in the Quran to support this ruling, but even the Hanafi interpretation - which is usually the one that makes sense - rules that only people of the book can receive Zaka, and only Zakat al-fitr, which is food or money to buy food handed out at the end of Ramadan.
That is really a step backwards in comparison to the Christian commandment of mercy and compassion, which explicitely includes foreigners, and not just members of the Abrahamic religions.
But before you complain, I am well aware that Christians are not as good as they should in following this word of God.
