What makes that “crust”? I don’t know that particular part of the subgenre well enough.

it is just one of the genres that they took inspiration from, and listen to a lot. If you listen to this album and then something like Aus-Rotten, you can see elements of it in there. They aren't crust, they are more noise rock, but there are elements of it present.
