After the USSR fell and the US thought China was pivoting to a fully compatible Capitalist system, and not their Socialist Market Economy that has since caused friction with the US system, the US agreed with the idea that it's the "end of history" and scaled back its institutions to pursue more naked profits. The result now is deterioration and a crumbling Empire.
