US navy: Does perfectly normal and non-provocative action of docking in a major ally's port for rest and supplies.
North Korea: Flips the fuck out and tries to create a conflict out of it.
Pure propoganda for their own populace. NK leadership knows full well that the US isn't interested in starting a war with them and that the US military could wipe them out easily if they were so inclined.
And what are you going to do about it?
They'll dock theirs somewhere else!
