We keep having more and more disasters due to climate change so it seems like it's a good time to shut off any program that might help.

So his idea is to give the states money and leave the federal government out of the task. What should stop the feds from giving certain states priority over others based on politics?

Hmmm, you would need some sort of governing body determining what aid to give. Maybe also consolidate some experts and best practices so each state didn't have to have their own crisis managemeny
