People are generally not supposed to donate monero to Iran. The nation of Iran is not a charity.
To who in Iran? The government?
This isn't legal advice, but if you're a US-ally you might want to look up whether your country has criminal charges related to supporting a terrorist organization. I know in the US, people have not only gotten years of jail but also had permanent residency stripped
