It IS a scare tactic. Anyone with any knowledge of polygraphs knows they don't actually say squat. Its an interrogation method meant to make you THINK that they do.
A polygraph is just a way to get you to say shit that might incriminate you.

The main way polygraphs work is called the "bogus pipeline." It means that people are afraid of being caught lying so they tell the truth when hooked up to the machine.
