I think if the price difference is sizeable (I think over 10% cheaper/more expensive) then no. If the prices are close enough then yes. The easiest workaround to that is just to gift the person a steam gift card, I suppose
To put it in perspective, the ultimate edition is ¥12,280 (66€) while the same is 100€ so it's already a 34€ difference. I'm shocked when I found out it was going to be that much in Japan considering the economical situation plus weak Yen (explains why there're so many tourists) and Japanese gamers consider themselves luckier in that sense in comparison to others as regional pricing was taken into account.
Yeah that's like a 40% difference, so that's outside of gifting range for steam =w=
Local buying power is the answer. 80€ is (sadly) the current AAA-title price when brand new in Europe, but it makes no sense to try to get the equivalent amount in other regions, because the available money for leisure spending is less than what you would be asking for. Since an additional copy of a digital game costs you nearly nothing, you are maximizing profits by offering the product in every market at the price point people are willing to pay for a AAA game.
This has for example lead to issues years back where a lot of EU users were registering accounts in Turkey, where the local pricing was a lot cheaper for central european users budgets.

That's one way to do it.
It cost rm339 (usd86.24) for standard and rm419(usd106) for ultimate in Malaysia. Idk why would people pay that much for games but i definitely wouldn't. That's my four to 6 weeks lunch money. I'll just wait 10 years for it to drop till two digit before i even consider it.
As for your question, it's basically regional pricing. I have no idea what it based on though.
