Disappointing.
Those who opposed the proposed moratorium said it would deter investment that is ready to be made in the city. They said they had also had received information in a private session earlier in the day that prompted concern the bylaw would be found to be out of council's jurisdiction, cause costly legal battles and that one of two data centre proposals would be exempt from it.
Sounds like they got a briefing from the city solicitor team advising that it was not enforceable.
Sounds like a bullshit excuse from a corrupt Mayor and city council.
Sounds like you would be well served by learning about what powers the municipalities have and how recent legislation has made it even easier for the province to override municipal decisions. Blame Doug.

This was led by Horwath, who I guess found a way around her recent financial troubles. A good example of why the NDP are full of shit politicians like any other.
