Why is everyone assuming the truck is actually filled with concrete? Mythbusters famously demonstrated they can be used to carry, and mix, a wide variety of products.
Like fertiliser contaminated with diesel, for example.
If bunker strong enough mythbuster special maybe not effectivr. But seal in all exit is.
a nuke might help, to esnure they dont ever get out because of the contamination, of course everyone evacuated far away before that.
There is a razor thin line between "safe inside the bunker" and "trapped inside the bunker."
