Anything below what they made from the sale + a hefty fine is a joke and unjust.

The article says they made about $20 million from the sales, and this is just to do with California. So if you look at the entire country, international sales, etc., this is just a cost of doing business.

Not sure how I missed that, not a very long read. But yeah, still 7mil profit for GM, sounds like a great deal for them.
