I do not consider the russian military a professional military anymore, the personnel and institutional knowledge loss is way too deep.

It is rather closer to say russia has the largest mobilized untrained militia on earth, a militia almost entirely on the edge of descending into a mass human rights crisis from catastrophic logistics issues and shortages.
