Sure, in a perfect world with no bad actors, there would not need to be oversight.

There already is no oversight. The people causing the most harm and suffering are running unchecked and our means of self defense against them are deemed punishable by law.
Anarchy does not say to be pacifists and not defend, it says to give the means of defence to the community.

Customary law is vast and varied, it featured horrible practices such as young child girls being arranged to marry old men, enforcing binary gender role divisions “women’s business” or “men’s business”, and rulership by age and by having rulers not being anarchist.
