ok so this is specifically if the plot pretends at least one of the actors is under 18? Why step in particular though. Shouldn't they just blanket ban any plot where one of the participants are under 18 in both porn and regular movies and such. like romeo and juliet and such.

As a concept its not, but its so prevalent that you could easily end up with a captioned thumbnail cached on your computer somewhere without even realising it.

Does it even need to be pretend??? If two step siblings as adults went into porn and preformed together is that somehow more illegal than any two non blood relatives engaing in porn? Its not really infuriating to me because im not effected but its the kinda stupid overreach that worries me about it becoming a popular censor thing.
