I've seen all of this jay town I want to see!!

We've since lost this term, except for in the word "jaywalking". It means A dull or ignorant person

I feel like there must be a layer to this joke I'm not getting.

Like, who is this targeted at? People who overestimate the sophistication of their city? Surely there must be more to it than that.

Maybe rubes were treating the horses poorly, you know how Everett defends working animals with extreme prejudice. He'll level the block.
