14 years isn't "just started". And abusing animals at that age is a giant red flag. The US justice system will probably go overboard, but there should definitely be consequence for that behaviour at that age.

That depends on jurisdiction. In Germany 14 is the age of consent as well as criminal liability.

Yes, I assume he's getting charged with animal abuse and not assault, so that is already accounted for.

But you aren't allowed to kill animals however you like, there are a lot of laws that regulate how you're allowed to kill them. (Though, enforcement is often lacking.)

Well, I very much think it should be. Guess we just disagree on that point. Though I do agree there should be a mechanism to clear juvenile records of people are rehabilitated/don't re-offend.

Not sure, but looking at some images they seem pretty small and toothless, so probably not a major threat to a teenage human.
