I think it's a reference to Trump wanting to install the new leader of Iran (modern day Persia). I guess they're implying that Marco Rubio as Secretary of State would be picked?? And this edit is showing him like Xerxes, the Persian King, with this depiction similar to how he's seen in the movie 300:

I'm pretty sure it's him from the meeting with Zelensky in the White House that was really bad, and Rubio was pretty silent during while Trump and Vance were criticizing Zelensky
