I vaguely heard that they want to change procedures for EU initiatives away from vetoing, so Orbán can't hold things hostage like he did with Ukraine aid initially. He was already asked to go drink some coffee when they were planning another aid package sometime in 2024.

However, I wouldn't be surprised if changing the procedures takes twenty years.

I have been seeing that EU Parliament is waiting to see the outcome of the Hungarian election, and if orban wins again they'll pursue an article 7 vote to stop them from meddling.
