The article doesn't say if the game is isometric like it was supposed to be or an FPS like New Vegas. I assume the latter.

It's a new vegas mod, so FPS i guess.

1:30 into the trailer shows an in engine rendered cutscene. It's a mod for Fallout New Vegas running on top of that engine with a very opinionated art style for models and textures. Very similar to the Fallout London mod that came out a couple years ago.
