President Trump’s extraordinary comments were the latest iteration of his unsubstantiated claims that U.S. elections are rigged as Republicans face potentially big losses this fall.

It's projection. They did everything they could to rig the elections in 20 and 24, so they're assuming the opposition is doing the same.

"Nationalizing" elections also gives the president control over whether or not elections happen at all. As it stands, Trump can try to announce that there will be no elections and states can tell him to pound sand.
