They did it originally but then cost cutting measures kicked in so they stopped to save time.

Those are static wicks. They help dissipate static electricity from the aircraft. https://en.wikipedia.org/wiki/Static_wick

More like the opposite idea. These are for discharging built up static electricity from the plane back to the air.
