I live in a much smaller city in a different state and have presented to the traffic and safety board about rampant non-vehicular danger in nearly every point in the current system, how there is no enforcement nor education guaranteeing the problem to get worse. I stopped short of asking how many of them drove to the meeting but the question was in my mind. I've applied to be on the council many times but appointment is only done by the mayor(why?).

It's systemic and deliberate, and where it's not deliberate as you point out op, people don't even know what game they're playing or which teams they're on.

Good post, it makes sense. I like most of the proposals to solve the problem. I also think the author should point out that CalTrans should be doing a better job, and not taking years to return some paperwork.

This proposal gives me pause, though.

Require all employees to use the system at least once a week, and probably more if you are in the planning division making decisions about future projects

I'm a big fan of dog-fooding. But at the same time, I don't think an employer should be dictating how its employees get to work or run errands. For example, if one of these board members lives in a walkable area that includes their office, then it makes no sense for them to regularly take transit, even if they don't drive. So to the extent that this proposal would be implemented, I think it should be implemented as part of the job itself, during normal business hours.
