The article says that Musk is no longer interested in cars. He's pivoted Tesla into AI and robotics so he wants it treated like a startup. Great news everyone! Sales don't matter!

It will continue to decline until they kick Musk out of the company. The board is currently staffed by his supporters, so it will take institutional investors finally waking up and doing something.
