The messy wiring is all communications stuff, telephone, internet etc. The power line are above those and are not messy at all. So really it's actually pretty safe. It just looks like it isn't.

I was in Bali and watched this old dude in flip flops standing on a metal step that was in a puddle, fix one of those electrical wire nests. It was insane, absolutely no fear.

Those are telecommunication wires. The above might be electric, but they are much neater.
