the emulation handheld industry either pukes out cheap crap that cannot run ps2, or already overpriced AAA mini gaming laptops.

You might be interested in the Snapdragon based systems that have been coming out, like Ayn's Odin series of handhelds; they easily play PS2 and GameCube/Wii, and they're much less expensive than GPD/Lenovo/ASUS's x64 offerings. You have to deal with Android, which is a downside for some people, but if you don't mind the OS there's some decently powerful machines for around 300 to 400 USD. (Well, for now anyway.)

i can deal with android, but android devices dont really stand a chance against a refurbished steam deck price.

They emulate systems which top out around at several megabytes.
