I have an uncle who's fired those guns. He says he would use them for disabling engine blocks behind armor. Crazy that a post apocalyptic society would see them and be like "yeah this seems like a good tool for painting the desert with crackheads and Turning Point Mojave enjoyers"

In a world with deathclaws and power armor, it makes sense to have one, but yea using it on anything else is wicked overkill
