I don't see any mention of it being a one-go thing in the article. They mention that the neighbour observed trucks going there several times over weeks

Not sure who you're referring to, but this article both makes repeated reference to the fact that locals (including a neighboring land owner) had seen it being added to over an extended period, and that the Environment Agency had been working to get an arrest and closure, knowing that it was an ongoing and growing problem.
