Even if they were all filled with drugs it wouldn't make these actions any better or any more acceptable don't let them control the narrative and change the goalposts.

No, even if they are carrying drugs that's not a reason to summarily execute people.

While I think this would be good, why can't they track the boat to its destination, stop both the boat and determine who is distributing it within the US.

People in the US have to be distributing it. I realize they don't typically use official ports but even if they go to a specific spot and drop the drugs in the ocean and later another ship comes by to pick it up, track each stage and make the arrest after the transfer to the next person.

No. They aren't a majority. At best, they only make up a third of the population.
