Which structure delivers the best results depends on many factors but I would argue population scale dominates strategy. Dictatorial and anarchic regimes can work at smaller scales but are disastrous when population grows. Democracy is a good choice at scale but it depends on good institutions and cannot be 'installed'. The most successful countries have the highest levels of health and education provision, low income inequality, regardless of political structure. The North Europeans are often leading the way in many quality of life factors and they are unitary but probably due to historical reasons, i.e. devolved monarchies, rather than it being a decisive factor.
