Quick example. Stanislaus County has a >13% unemployment; which is very high. Their county human social services waives off an existing stipulation called ̶w̶̶e̶̶l̶̶f̶̶a̶̶r̶̶e̶̶ ̶̶t̶̶o̶̶ ̶̶w̶̶o̶̶r̶̶k̶̶ ̶Able-body Worker requirement to get on some social services (food stamps, cash assistance, rent assistance, HUD, WIC, etc). Even if the Federal level forces it more, there is simply no employment to get\give.
