Though oddly enough, The Veranda mall on the other side of the freeway seems to be doing well: Dave & Busters, Barnes & Noble, TJ Maxx, a modern multiplex...

edit: The Veranda is next to a large captive audience of condo complexes. So adding housing to Sunvalley might be the way to go.
