When the people in government can't agree on a budget for the country and how to spend the money they get from people, everything the government is in charge of shuts down. Some people are arguing that they want everybody to agree on the new ways to spend money so they can open up all the government services again, but some other people are saying that the new budget is really mean to normal people by stopping money that helps them see a doctor or get help when they're sick. So if they agree, it would make them have to spend a lot more money to see the doctors and get medicine than they currently do. Most people would just have to stop paying for it, which would be really bad and lead to a lot of hurt, sick (and dead) people.
