I've only ever seen this used on fish fingers sandwiches.
I've heard of "salad cream" only from all the Brit TV I watch. Your comment about fish sandwiches just clicked for me - is this what we would call "tartar sauce" across the pond?
No, we also have tartare sauce and this isn't it.
If you get fish and chips in a restaurant it will probably come with tartare sauce, but tartare sauce is something you likely don't have in the fridge at home 100% of the time as it is of limited utility in the number of dishes it can be used in, and the jar probably goes off before you had a chance to eat it all.
Salad Cream is basically mayonnaise but made acidic with vinegar. So it's a suitable stand-in for tartare as it has that little kick, and it can also be used in many of the places mayonnaise can, such as a sandwich condiment, or a side for chips (=fries) etc.
Salad cream kinda works as a poor mans tartare sauce - I had it on fish fingers in my youth. Like a cheap, vinegary mayo

Yep it's the only salad dressing we had as kids. Even now most of my UK family only have this for salad, and the stores in their area only carry that, and not all the other types of salad dressing.
I've seen it on sandwiches with salad in them if that counts

I maintain that salad cream is almost the perfect condiment and can work as a substitute for either ketchup (due to it's acidity) or mayonnaise (due to everything else in it).
(Probably not a good idea to substitute either of them when used as ingredients though)
I think the name and the original intent was for it to work as a vinegarette equivalent since it is primarily oil and vinegar, and while it does certainly work there, I will pick vinegarette over sald cream if given the option. But for anything else where you would have ketchup or mayo salad cream wins.
That’s all I’ve ever had it with. My mate likes it with tuna instead of mayo but it’s not for me.

I am a great defender of British fare while my American people look at me funny - salad cream does not make the task easier.
