Is the blond guy literally a scumbag throughout the series. Like, he just has a ton of illegitimate kids that he does not acknowledge, and a sea of women he has used and perhaps abused, and his friends are just all cool with it

Yeah, but the whole show is told from the perspective of his frequently envious friend, Ted, and Ted is regularly shown to be an unreliable narrator. The blonde character also gets long-term, deeply involved with Ted's primary romantic interest, and there are hints that maybe blonde one's exploits are overstated because Ted's still not over it or otherwise remembers it through a negative perspective.
I never thought of it like that, but I believe you're right. He's not just an exaggerated character for TV, he's exaggerated because that's the way the guy telling the story sees things.
He also works in an I'll defined seemingly meaningless job at an enormous faceless banking conglomerate that pays him ludicrously well
It was defined at the end though, he was a scapegoat that was signing all legal paperwork to be a fall guy when they did illegal shit. He was also an FBI informant, so all the illegal shit he signed he informed the FBI about.
Pretty sure that was a retcon to just wrap up the series though.
