Ruble. Where available, it's usually around $3.25 USD per gallon.

I'm guessing the zeroes are empty tanks. Are the values up there for cigarettes or something?

Those who didn't show only zeroes on all boards where Π”Π’ or DT for diesel, ГАЗ (gas) or LPG and for 92 octane fuel. Those who where always empty where for 95 octane fuel.
