Was it a feather from a green bird, or a green feather from a bird? Are there parakeets where you live?

It's likely from a Rose-ringed parakeet, there are many here.

Yeah, it does look like a budgie feather. If OP does not live where there are wild budgies, it could be one escaped, or the owner brought the feather outside on their clothing

That would mean the background is OP's ridiculously dirty carpet, and not reasonably littered asphalt, a notion which I do not want to entertain, therefore I will ignore this statement.

Or there's a lost budgie flying around the neighborhood. They do sometimes escape.

Hummingbird? They are often flourescent green like that, have seen several this year.

A surprising number of lost or found budgies are posted on my local Facebook lost pet group. Maybe it's from one of those.
