Only if you root against and use a root backed restore tool. The only native method is seedvault, and think it only supports backing up and restoring to the exact same device.

This is what I thought. I am hoping someone knows something I haven't found. The problem is that I think the installer automatically locks the bootloader, so I have to unlock, do the restore, and relock. Since everything is already wiped, I guess that is not a big annoyance.
