Of everything, this is low on the list of things to be annoyed about. While there were probably better ways, this is an area used for gatherings and DC being DC, it is pretty marshy and unusable as a lawn. There have been plans for a long time to do something like this.

Also the actual roses were in the bushes on the side.

I'm pretty sure they did actually get rid of a lot of the flowers anyway and got rid of things they shouldn't have, but the layout of it isn't so drastically changed and the lawn can easily be replaced.

This and the ballroom are Trump trying to leave a permanent mark on the White House behind. If nothing else, he'll die of natural causes within the next decade, and he knows his name will be cursed from then on. If you have to call it "The Donald J Trump Ballroom", then he still has something.
