Very cool solution to an incredibly hard problem. Not much effect on average citizens either as the majority of people on the planet are not living at sea and those that are probably aren't living in blue water Baltic.

Those that are supposed to save you from harm are not there to save you from harm. They're there to protect infrastructure or boundaries so the rich people can protect their shit. You are a comfortable slave for now.
