All that stuff is old as dirt.

I remember my company going through all those hoops with their immigration lawyers to secure spots in the H-1B lottery in the most favorable states, and making up arguments to show that the H-1B slaves they were importing couldn't be found locally - which was absolute hogwash 99.9% of the time - all the way back in the 90's.
