Based on the article, it does appear that the hospital has done a pretty thorough job of trying to find the source of the problem, and are being transparent about what they've done and what they found. So I'm willing to cut them a little slack here.
However, the correlation here seems too strong. My guess is that it's something intermittent and just wasn't happening when they were testing. If I'm right, that's going to be really f'ing hard to track down. Somebody may need to be standing in just the right spot at just the right time under just the right circumstances to get exposed. May have to blanket that entire unit with radiation detection badges and check them frequently to track it down.
Don't rule out coincidence.
