agreed, feels like they should be able to hand it over to Openreach or something at least?

The cables are there, should just need new tech bolted onto the ends? And they should have loads from the stuff they are decommissioning?

Probably just not big enough for anyone with enough pull to be worth bothering about. Hopefully an article like this helps.
