I feel like its stuck and has been for a while and there's a decent amount in backwages that would be available if a contingency case was an option for them upon review of the case.

Where do I find a decent labor lawyer who could help facilliatate?

What area are you in? Your union will often hire outside help. Ask them who they use. Don't ask for a recommendation... They can't recommend. Go online to canlii.org and search cases. Check the dates. Basic presentation is by importance so dates are mixed up.
