Yeah, for certain the story couldn't be much like the original, but there's a lot of really creative ways you could get around the no-player-interaction problem. I can imagine it being set a few years in the future, with Niko back in the virtual world, this time having to deal with not having a guide. And even without player interaction, i think 4th wall breaks would be a powerful tool here; Maybe have Niko monologue to themself as a way to cope with loneliness and later comment on still feeling like some overbearing presence is watching over them. Finally at the end of the story Niko learns about a secondary protocol to keep The World Machine running, that being the movie itself with the only way to send Niko home being to cut the connection and end the movie.

There's also the puzzle aspect of the game that wouldn't transfer over into a movie, and i really don't think you can just remove it, the meta-puzzles are a core part of Oneshot, so a movie would have to replace them with something. I'm not much of a movie person so i don't know what would work well here. My best guess is some light exploration so that we get to see more of how the virtual world operates.

The movie format is good at some things that video games aren't. In Oneshot we only ever see interactions involving Niko. A movie would be a great opportunity to show more interesting character dynamics that aren't really possible in video game format.
