I think China saw it coming, as they buy up parts of Russia on firesale I feel like they know they are getting mostly junk though Lake Baikal is pretty awesome... For China this is probably like buying up abandoned storage units, it is exciting because of the thrill of finding something valuable among the junk and emptiness of Russia as it is now.
I feel like it might end up being North Korea that feels the most screwed here. The fact that their artillery collaboration with Russia hasn't born any particularly ripe fruit for either country yet is actually kind of stunning.
